You would have to write a new fitness module to support such a
constraint. See Tablix modules HOW-TO for instructions on how to do this.

On the other hand you can try to use "placecapability" module to
simulate the capacity of a room:

For example if a room has capacity for 30 students it can take groups
with 10, 20 or 30 students:

<resource name="room">
        <restriction type="capability">10students</restriction>
        <restriction type="capability">20students</restriction>
        <restriction type="capability">30students</restriction>
</resource>

An event that is attended by 20 students can then be defined like this:

<event name="event" repeats="1">
        <restriction type="capability">10students</restriction>
</event>
