I haven't heard of any Tablix-specific Java library.

I'm sure there are general-purpose XML libraries out there that you
could use. Tablix for example uses libxml2 (see libxml.org). They have
bindings for a lot of languages. Maybe they support Java as well.

I've never programmed in Java so I can't help you here.
