"same-time-as" restriction is a class restriction. It should be placed
under the <class> tag, not under the <subject> tag (that would be a
tuple restriction).

Like this:

<timetable>
        <class year="9" name="ENG2"/>
~ <subject title="English" teacher="LRF" perweek="3"/>
        <restriction type="same-time-as">9 ENG1</restriction>
</timetable>

By the way: working examples for all modules can be found under
ttf/tests/ directory. XML files there are valid Tablix configuration
files, just ignore the scheme code at the top.
